Forward always include original as attachment

I run balsa from cvs from yesterday, and when I try to forward a message it always gets included as attachment instead of in the message.

I know there has been som discussion on this list about how to do this and I tried to uncheck the option of "forward a mail as attachment instead of quoting it" but it didn't work.

I tried to forward something in the "Sentbox".

Is this the proper behaivour or should I file a bug report?
