Widget that is managed by other apps ..

Hi all
I would like to know if any of you have experience with a widget
(Qt::WStyle_StaysOnTop) that would behave like a desktop menu (other
apps would take care of the app when resizing so they don't resize under
the ontop application .. )
any tips welcome ..
