Critical fixes from stable branch GNOME-2.22 which needs to be taken into distro's

Hi,
  Patrick had listed some of the critical fixes for libical and
evolution-exchange which needs to go into distro's. I had looked at it
and added one fix to the list. These fixes solve some critical timezone
issues and an issue related with gal.

The following are the fixes,

* http://svn.gnome.org/viewvc/libical?view=revision&revision=645 

* 548268: time zone conversion incorrect 

* 546934: [Exchange Connector] contact change tracking is broken
        (required by SyncEvolution)

Am not sure whether a separate release would be made for these. But
these needs to be included in all the distro's.
