If you will forgive my unvited entry into this discussion, I wish to point
out that wording and spirit of the requirement seems to be to maintain a copy
of the license with each *indivisible unit* of distribution. Would not the
requirement be fullfilled by requiring distributors' documentation packages
to depend on a base package that contains the GFDL and to transparently
(e.g., by a symbolic link) incorporate the copy of the GFDL provided by that
base package into each piece of documentation?
