Gnome Panel Disappeared

The Gnome Panel Manual doesn't say what to do if the bottom Panel 
disappears.  I lost is when logged in as user.  The Panel is still there 
when I log in as root.  Can't figure how to get it back when logged in as 
user.  I can't access the Main Menu to change panel properties because the 
Main Menu is accessed from the lower left of the Panel and there is no 
Panel!  Any help would be appreciated.
