Nope. This problem occurs even with Enlightenment, the most
GNOME-compliant of them all

Actually, I've found GNOME to work with non-compliant window managers
quite nicely. The only things that don't work are the GNOME pager,
which isn't a real big problem if the WM has its own pager, and gmc's
root menu, which is AFAIK not necessary in order to use gmc.

Offhand, I don't think anyone's even *tried* to fix the problem.

Honestly, I think something can be done, but it's just that no one has
because the developers have passed the blame onto the window manager.

The GNOME developers should at least try to do something. That is my
pragmatic plea.
