In E, very very much so. It's quite impressive how fast E is with a very
minimal theme (or none at all :-) Also, if you have 4 desktops at 1024x760
with fullscreen 24bit backgrounds (and you switch between them frequently,
keeping them all in RAM) that's 6MB. Highly complex themes also have a lot
of graphics, adding to that a lot... (Apparently E's borders are really made
of lots of little windows(this will change for 0.17) so complex themes can
force X to think about a lot of windows slowing things down (though not
impacting on memory too much, I think))
