Missing applet launcher

Hi,
    I have installed Gnome 1.2 (XFree86 amd icewm- gnome) under debian
Potato on both my desktop and laptop.

Under the slink distribution a right click on the task bar would offer
the option off adding an applet launcher. The same option was available
under the menus.

It doesn't exist on either machine. Could someone tell me how to fix
this please?
