I am talking about the binary devel package of helix. A quick look at
helix ftp site(ftp.helixcode.com) shows:

257 "/pub/ximian/distributions/RedHat-7" is current directory.

So, I woudl suggest getting:
ftp://ftp.helixcode.com/pub/ximian/distributions/RedHat-7/gnome-libs-devel-1.2.11-0_helix_1.i386.rpm
Which you should install. This package contains the headers and all the
necessary files to develop against gnome-libs(thus the "-devel"
package...). Of course, you will need all the packages this package
depends upon.
