Yes, it's called echo.

This also works in your .bashrc and the like:

if [ "$DISPLAY" != "" ]; then
  export PS1='\[\e]0;\u \h - \w\007\]\u \h:\w\$ '
else
  export PS1='\u \h:\w\$ '
fi

The manpage for bash should explain WTF that does.
