I don't have a lot of other ideas, other than to maybe try a different
font in the Tk app if that's possible.

I believe Tk always uses UTF-8 internally regardless of locale, but 
there's tricky code to go from that to the encoding of X fonts, and it
could just be that Tk is confused somehow.

fontconfig/Xft2 make this much easier which is one reason the newer
toolkits are all moving to the new font subsystem.
