Rather than dumping files in /etc/skel, you could just take
advantage of the fact that GConf has a built-in mechanism
for setting default and mandatory settings for all users.

Check out the section on GConf in the admin guide:

And here's how to work with default and mandatory settings
using the Configuration Editor:
