Input method options

Hello,

After I upgraded to 3.8, my system input method was reverted from
"cedilla" to "simple"[1].
The configuration panel for this option seems to have disappeared from
the keyboard configuration panel.

How to recover it, or configure it ?

[1] Actually, depending of application, the selector displays "System
(cedilla)" (in evolution, for exemple) or "system (simple)" (in gedit);
but cedilla does not work in evo nor gedit, although I select "cedilla"
