[RFC] 1.040 todos

a few small things that i'd like to see between now (1.03x) and 1.040 
(API freeze is imminent, by the way)...

- new features
  - Glib::ParamSpec->scalar(), because having to know that you need to
    use Glib::ParamSpec->boxed (... 'Glib::Scalar'...) really sucks.
  - more interface types implemented
    - which ones do we need?

- documentation generation
  - a way to add types for translation (i have the beginnings of 
something
    for this)
  - a way to specify that some set of pod paragraphs go *after* the
    method listing
  - list properties on interfaces in 2.4


things we need in general:

- gtk2-perl-specific version of the gtk+ tutorial
- more example programs
- more documentation
