Depending where you are, and where you want to call,
have a look at:

be careful you dont tick the automatic recharge option when you put in 
credit though.

The once that i got to work with sip are:
dialnow.com, voipwise.com, voipstunt.com

There might be others.

Sometimes they dont advertise the availability of sip, but trying 
sip.domain.com sometimes works.

sign up and try it before you give them any money.

There are some people on the net saying that they have had bad experiences 
i.e. not being able to get their money back, yes this is probably true, 
but also they havent charged me for anything i havent explicitly bought.
Remember tick the no recharge option.

Anyway, try it at your own risk.

Actually, the Pidgin plugin just uses Skype to place the call and calls
are conducted in the normal Skype window once connected. Video depends
on whether your Skype program can see your camera, not on the plugin.
I'd love to switch completely to Empathy, unfortunately I've not found a
pC to phone SIP provider that has anywhere close to the low cost Skype
has. Google talk is all well and good for computer to computer, but a
lot of people use Skype more as a land phone replacement these days.

Unfortunately you cannot use skype directly with orca as the graphical
user interface to skype is currently inaccessible. The solution with
pidgin works well once you have it set up (its not the easiest thing
to set up but possible with a bit of care).
