[orca-list] suggestion. Announce descriptions tied to controls when verbosity is set to verbose

hi all. I just came across an interesting suggestion. If you use
orca's where am I function, if an item such as a button, etc has a
tool tip or a description, orca will announce these. WOuld it be
possible to announce these automatically if orca's verbosity is set to
verbose? YOu wouldn't want it when set to brief but maybe for a
beginner user it might help them figure out what a given item does.
Any thoughts?
