Espeak can do this:
espeak -w test.wav "Testing"
Makes a file of the word testing
you can of course use the other flags:
espeak -a 200 -v en-us -w test.wav "Testing"
Same thing, but in en-us with louder volume.
to read from a file:
espeak -a 200 -v en-us -w test.wav -f test.txt
