By trying to reproduce what you've just said I must say it has only
worsened because now using the keyboard only I can add no new language.
I have managed to add my language when initially installing gnome 3.6 a
few years ago, I can still remember being able to get some results
showing up when typing into the search field you are tallking about
with gnome 3.14.
Unfortunatelly I can get new languages to appear this time with gnome
3.16 no mather what I am trying.

I've gotten a few emails from sonar users both on and off list about
using gnome shell in languages other than english. I do my best to
support this, but there's a slight problem. I can't figure out how to
change the language in gnome shell, and how to make orca detect and
use the new language, or if orca switches over based on the system
locale. According to gnome's documentation, I need to go into the
region and language control panel applet, which I can easily do, and
click on the "..." label to change languages. But I can't find a 
"..."
label. All I see are english, and a label that's completely silent,
but when clicked on brings up a search box. Typing anything into this
search box causes an empty scroll pane to show up, which I'm assuming
means it couldn't find a language matching my search. The help also
says that I need to install language packs, but I have no idea how to
do this. I've looked in gnome software for language, language pack,
and in desperation, russian and chinese, since those are the 
languages
most commonly requested. Nothing. I've also done a search for 
language
pack with pacman to no avail. Does anyone have any idea how these
language packs work and how to install them? Joanie, would you mind
when you have time looking at this region and language  control 
panel?
The only reason I ask is because the label is silent. It could be a
verbosity issue? Any help would be appreciated
