[orca-list] Cannot access google tools submenu

Hi Joanie,

When I do refine search on google based on time, I no longer able to access it's menu. I can confirm that the 
menu is there using NVDA.

Steps to reproduce:
- Do a search using google
- press 3 to get to the first result
- Press Shift + Tab to access Tools menu and press enter
- Choose desired additional filter

Expected:
- Able to choose fine grained filter based on time (1 week, 1 month, etc)

Actual
- Orca seems can't find the submenu

System:
- Firefox 68.11.0esr-1~deb10u1
- Chrome  84.0.4147.125-1
- orca master 3.39.1pre
