Ok so that's the problem.

While Orca should probably default to something sane with no $LANG, it's
bogus that orca gets started without a locale, it will not know which
language it should speak. You'll have to discuss with lightdm
integration in your distribution as to why it doesn't give orca a
locale.

Whether lightdm be bogus or not, orca should continue to default to
something sane without an expected locale, as it did before the commit
78750bbc7640ea9bf0c9f0302686681cf87c5f10
Not doing it anymore is clearly a regression of which would suffer any
caller with LANG not set (or maybe set to C), not only lightdm.

I hope this will be fixed, else I will have just wasted my time doing
a git bisect as you suggested.

Meanwhile as a workaround I will in a wrapper script set LANG to its
default value in  /etc/profile.d/land.sh if not yet set then call
orca, instead of fiddling with lightdm.
