[xml] New release libxml2-2.4.4

 this is basically a maintenance release:
    * added --convert to xmlcatalog, bug fixes and cleanups of XML Catalog
    * a few bug fixes and some portability changes
    * some documentation cleanups

One small change may have impact for developers not using xml2-config --cflags
the includes are now installed in $(prefix)/include/libxml2/libxml to
simplify upgrade paths (instead of $(prefix)/include/libxml)
