The first step typically would be to pick your "CVS submiter", a person
that already has CVS access and does not mind to submit translations on
your behalf (lots of people would not mind). It's like the "Adopt your MP
(member of parliament)" situation in some countries. Once this is done and
translations keep going you can ask your personal CVS account.
I believe that this is the best way to do work as it keeps reduntant CVS
accounts low (when the interest dies out).

However, seeing that your domain of your e-mail provider is .pt,
there are already portuguese translations in GNOME.
a. Checking at
http://developer.gnome.org/projects/gtp/teams.html
shows that there is a pt GNOME effort. They even have a WWW site,
http://gnome.poli.org/
Try to contact them so that you can work out something.
b. Try to find the previous translators of those files (download the pt.po
files) and look at the Last-Translator e-mail field.
