That is a good idea, and I've written some parts of these docs, that
explain how to setup multibyte testing environment without leaning
any multibyte languages and how to develop and improve the GTK+/GNOME
apps to be kind to i18n/multibyte.

But I don't know the responsible person to send it. Just should I commit
into somewhere in GNOME cvs?? (Mayibe, any official person will not
reply to this mail...)
