I'm thinking the language team will essentially choose from multiple
translationsof the same string. Once they choose that string is marked
as translated and is no longer available to translate. Before they
choose, the string can be translated many times by different people. All
those translations will be available to any translator. Plus of course
there should be a database of terms with their accepted translations.

Check out the site laespiral.ord/ddts perhaps what they have there can
be adapted to fit this need. As I have more time I will look into that.
