Well, no, it's not incorrect.  It's sufficient that you check it.

But, it's a problem in several ways.  When one new string is added
(which you didn't check), you don't know if it needs translation,
because it still shows it completely untranslated -- unless you
remember the number of strings in each file, which I doubt you do. :)

The other problem is to really determine the status of a language: if
we're using the "fallback" mechanism of gettext for some languages,
it's increasingly hard to programmatically determine which language
is supported and which is not.

So, I'd strongly suggest that you do send even the file with no
string changes from output gotten by msgen.
