localising GNOME in Bodo

hi,

I want to start a GNOME localisation effort for my own language , which is not listed as of now. but there are a few
 quieries . i would like to know 
1) there is a single pot file where in i could find all the transtable string 
2) what tool to use for entering data for my own language 

i m starting a group for bodo language spoken in the eastern part of india.
