I completely disagree with this.

This is not the case with at least my language, where Microsoft got
students from the Faculty of Philology to work on the translation under
the leadership of a Professor there. Both the students and the professor
were not professionals at localization, in fact they were not really
good with computers and didn't understood most of the computer
terminology. 

This led to an awful translation of some of Microsoft's products. Their
solution was to use literal translation and i don't blame them cause
most of the stuff they were translating was unknown to them.
