about release notes 3.6 translation

Hello,

1. Does this page [1] about how to test release notes translation still valid?
I run make but can't find *.xml file.

2. Where do 'More Information' and 'See Also' come from? I think they
need to be translatable too.
See current http://library.gnome.org/misc/release-notes/3.6/users-message-tray.html.id
at bottom
for instance.

3. Do we need to increase parameter in configure.ac from 3.4 to 3.6?
