Yes, you should fill a bug against DL here: https://gitlab.gnome.org/Infrastructure/damned-lies/-/issues As far as I remember, we have the same issue with some modules in the GNOME French Translation, but I don’t know if it is a licensing issue, as the file in distributed with the software sources which have license information. Don’t know 🤷.

all the translation files actually contain a line that defers the
license decision to the package itself? I've seen a number of
translations without such a line, or that called the package "PACKAGE",
which is less than ideal.
