Exactly. I think this was also our idea with http://www.se.gnome.org (I _think_ this was the consensus of that discussion).

The root of the site would be a synced mirror, the only differences maybe being that the "default fallback language" used if the user doesn't have language preferences set in the browser would be the local language instead of English, and a special menu item that takes the user to a subdirectory, like http://www.se.gnome.org/se/, where all language-specific content is stored (GNOME events in that country, GNOME news in that language, and maybe a homepage for that GNOME language translation team). And maybe local GUGs too (GNOME User Groups ;-P )

Come to think of it, it might be a good idea with two links: one for language-specific content ("GNOME in Swedish"; Swedish GNOME news, Swedish GNOME translations homepage), and one with country-specific content ("GNOME in Sweden"; local GNOME events, local GNOME mirrors, local GUGs).
