I have moved the list of languages into an include Makefile, and I now
loop through them in the parent directory, to generate html for each
language. It seems to work.

However, I'm not quite sure how to get these pages onto the web site.
page_SCRIPTS and page_DATA seems to be the way to do that, but I don't
think they can deal with whole generated directories.
