If there is a toolbar with the same functionality, then why are the
buttons at the bottom needed?

I think there is some misunderstanding here. What I wanted to ask is why
are the buttons needed at all, when a user can use the tabs directly if
he is using a mouse? Keyboard shortcuts are most certainly needed, but
why the buttons?

I must admit that I do not really understand the explaination, but a
change was what I suggested, yes.
