Well I know for a fact that Sun are translating all docs [and 100% 
translation] for at least 10 languages....it maybe a couple more or a couple
less....so I think the amount of translated documentation will get better as
time passes, and there is seen a need for it.
As far as relying on the users, that's a completely fair point. I guess it 
depends on the level of the users ie. if they are patient enough to look
through the docs if they can't figure out what to do...
