Not in these days of accessibility legislation it isn't-- which is why
the GNOME accessibility project is putting hooks into gtk to enable
GNOME apps to work with whatever sort of assisitive technology people
need to use to access the GNOME desktop.  (Anybody who has little or no
movement in their hands will be unable to use either a mouse or a
keyboard, for example.)
