The assumptions are in the design and the documentation as well as the 
code.

In order to create a launcher, you have to specify several strings of 
text (name, tooltip, command). This requires a keyboard or something 
equivalent. In order to use the launcher, you need a way of sending an 
"activate" signal to a particular part of the screen. This requires a 
mouse or something equivalent. And in order for a launcher to be 
worthwhile, the mouse has to be more convenient than the keyboard.
