[Usability]Taskbar should show tasks on all workspaces by default



I suggest that the taskbar should show tasks on all
workspaces by default. My reasoning is simple. Say a
new user is just discovering workspaces. User switches
to new workspace--and panics. (From what Calum Benson
has said on this list, CDE users have indeed done
this.)

If the taskbar shows only the tasks in the current
workspace, then the user has no immediate feedback
that his/her apps are still running. If, however, the
taskbar shows all tasks on all workspaces, then there
is a very obvious sign that the apps haven't gone
totally bye-bye: namely the big buttons on the taskbar
itself. At worst, the user should only think that the
apps were suddenly minimized.
