I too find this VERY useful for all situations 
where there's a cursor.  I think it should be 
implemented by the window manager as a window 
operation, Scroll, like Maximize.  Then the 
user can choose the key combination, for 
example Ctrl-Arrow.  The default is 
discussable.

Is this the kind of of suggestion we should 
post on wm-spec-list, or is it better discussed here, or both?

I suppose this would be the most intuitive use 
of ScrollLock.  And I agree this too would be 
very useful, if it worked consistently for all 
windows.  Perhaps it would still be worthwhile 
if the above suggestion was implemented, but I think the above scrolling scheme is more 
convenient.
