Hi, if you are running debian, you don't have gnome-desktop-data
installed.  if you strace the gnome2-control-center binary you'll likely
find that you are missing the file:

/usr/share/gnome/vfolders/Settings.directory

Also, I'm in agreement with the others.  I really don't like the
nautilus preferences view.  The new gnome2-control-center is a much
simpler interface, it's cleaner, and it doesn't give me the impression
that I'm looking at a folder with a bunch of programs in it, rather than
a program used to configure my computer.
