[Usability]operations during loadup

For large key-rings, seahorse can take a little while to load all of the
keys. Operations *could* be performed during this time, but they will of
course take longer to complete.
So my question is, should users be able to do an operation while keys
are still being loaded?
If not, what is the best way to stop this from happening? Disabling the
main window, or at least the buttons/menus?
