Yes. And no. It is, because it's a tray, that icons go into, and
currently everyone is abusing that by writing things that just stay
in the tray persistently. However, that should not be the general
behaviour of an icon that gets shoved in the tray.

The Notification Area has an API for notifying users. There is also the
GtkDialog widget. There are MANY ways to notify users. We don't need yet
another half-implemented way to do it. You should read the System Tray
specification. Because the implementation is incomplete, doesn't mean
there isn't statements to the effect that you should be able to use an
API with it for popping up balloon messages like windows. And, if you
are viewing the Notification Area as a place to only put notification
icons, you are viewing it incorrectly, most likely. Or, you probably are
just associating it with all the broken apps that use it currently. :)
