Well, I don't know, but I just opened the file dialog pressed ctrl+l
typed ../ and had a drop down of the folder above, selected something
and hit open, and seemed to work great.

You might be confusing the tab with what the older file dialog worked.
Tab no longer does the auto completion due to a11y (tab being the key to
move between controls), instead, when you press the / key it will
automatically complete for you. (there might be other ways to trigger it
that I dont know of)
