Only massive projects like OpenOffice.org would have/need their own
usability lists, most projects rely on developers respoding to user
feedback.

The usability list provides a place to come up with more general solutions
and directions for the desktop, although the desktop-devel list does a lot
of general discussion too.

The usability list also provides a place for interested developers to come
and ask advice and get help choosing between alternative approaches.  I
believe this list works best works best when there is a developer with
specific use case knowledge of the application asking for suggestions and
advice but tempering the generalised solutions to fit their specific
project.
