You possibly mean pwm, http://freshmeat.net/projects/pwm/
I think it's a quite nice implementation of simple and intuitive window
group managing through tabs.

Essentially, each window has its title in a small tab-like rectangle
(BeOS like). if you drag the tab of window B and put it adjacent to thee
tab of window A, both windows get their frame attached and can be
selected as a tabbed interface. Try it or look to the screenshots, it's
very stupidly intuitive. No menu options, no dialogs, no text, all
operations done through dragging in the most obvious way.

A possible problem of this approach is that it requires to have that
specifical shape of the window frame to be intuitive, so most WM themes
won't be compatible with that approach.
