On this point, I always try to use Alt-Tab to change window to the
window I wish to drop something onto -- which doesn't work. Is there a
reason why it doesn't work? It would seem logical to have Alt-Tab work
the same when dragging and dropping as it does normally; i.e. raising
windows that you wish to change to.

I believe this is how it works on other operating systems, but I
haven't used one in quite a while so I can't be sure.

With composite now able to offer some expose type function (if
implemented by the WM I guess), perhaps a shortcut could activate
expose-type stuff and then you can drop onto the small thumbnail of
the window you wish to find? I think this would work very well.
