This list is meant to discuss the usability of applications in GNOME,
and not for asking questions about where various apps might be, or how
to use them. This should be done on the gnome list.

To answer your question, there are such tools, and in multiple
varieties. Given that the way configuration works across distributions,
and different versions of distributions, it's very difficult to have
ONE tool that works across all distributions and versions. The GNOME
Setup Tools aims to solve this by having one tool and an abstract
back-end system to support as many versions of distributions as
possible. However, it's a huge maintenance burden to have to keep up
with the latest version of every distribution there is.
