Not sure exactly what you mean about an effect but it is possible to setup
gnome with a similar layout, with menubar on top and a taskbar at the
bottom much like how your screenshot appears.
Perhaps you are referring to the yellow highlighting of the menu item and
if so that is simply part of the theme you are using.

If you could explain further exactly which effect you are referring to
then perhaps I could provide a better answer.
