We have several variables here:
- Number of pixels
- Physical screen size / Pixel-density
- Motor skills
- Means of interaction (mouse, touchpad, touchscreen ...)
- Eyesight
- Viewing conditions (distance, lighting)

I think the conclusion should be that
- font size
- widget padding (font size + padding = absolute size)
- widget spacing
should be independantly adjustable.

Also a single widget to control contrast would be good.

If that would be in place, defaults for common cases could be determined by
running tests. There would be no need to specify measurments in the HIG.
