I have a problem similar to your's while building an application for GTK+2
with the glade UI. 
When developping i have to change the

add_pixmap_directory(PACKAGE-DATA-DIR "/" PACKAGE "/pixmaps");
to 
add_pixmap_directory("a/pixmaps/directory/which/already/exists");

which is OK while developping

But when i build to make a distribution
and so revert the line to the original one and test the 
./configure 
make
make install 
steps

Then it does not creates the pixmap directory
which should be something like
/usr/local/share/the_project/pixmaps
or whatsoever

So : is it a bug or am i missing some obvious thing?
Where can i look to change this?
