help with balsa from cvs

Newbie alert!!!

I just got balsa from cvs and this is my first attempt at a cvs complile.   I did a cvs -z3 checkout balsa.  It downloaded a whole bunch of stuff to a directory called balsa (looks alot like what 0.4.9 did when I untarred it).  Now I have no configure file just a configure.in. Am I missing something?  I'm lost without the configure file :(
