Why not go the extra mile and have separate Send and Receive buttons. It is
conceivable that one might want to do one and not the other. Flexibility is
always a virtue.

Implementation seems simple, the UI is a question: should be a separate
Menu entry (like File/Send deferred mail) or this action should be
triggered on getting new mail?
